Duties
Duties include, but may not be limited to the following:
- Serves as team leader over a group of Program Analyst (Informatics) positions.
- Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members.
- Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow.
- Assists in the management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics.
- Serve as liaison between clinical staff and technical staff and manage all administrative aspects of their programs and projects.
- Develops targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely.
- Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, analyze and improve team effectiveness, efficiency, and work products.
- Develops and presents technical briefings to staff, higher level leadership, and others, as required.
- Generates queries and reports from various computer systems as needed to retrieve information for data verification.
- Assists in the management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics.
- Provides planning, oversight, management, assessment, and analysis of assigned informatics program functions of high complexity.
- Aids in the creation, integration, dissemination, and management of data for all enterprise applications, processes and entities requiring timely and accurate data delivery at the medical center.
- Develop reports and information tools using a variety of methods and tools such as Structured Query Language (SQL), SQL Server Reporting Services (SSRS) from the VISN and VA corporate data warehouse.
- Facilitates a VHA infrastructure meant to support the enterprise and end-user throughout EHR modernization.
- Ensures clinical input in the development and management of the (VHA) business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission.
- Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates.
- Provides formal and informal education and in-services to facility staff as required to facilitate program success.
- Performs other duties as assigned.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
- For a GS-13 position you must have served 52 weeks at the GS-12.
In addition to meeting the time-in-grade requirement, competitive service employees must also meet the following specialized experience:
- Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Lead Program Analyst - Informatics. Specialized experience is defined as follows: Determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing data; assigning, monitoring, and reviewing the work performed by subordinate team members; comprehensive knowledge of the data life cycle to input, retrieve, analyze, summarize, and present information effectively; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
- Preferred Experience: Experience with analyzing data from tools such as Power BI, SQL/CDW, and/or Pyramid Analytics in order to produce data-driven, evidence based recommendations to management in one or more of the following area: clinic practice management/outpatient operations, workload capture, strategic planning, community care, cohorts of patients based on diagnosis and procedures, and/or inpatient operations. Additional experience in providing education to a wide variety of staff on sourcing and analyzing data is preferred.
In addition to the individual occupational requirements (basic requirement), time-in-grade requirement, and specialized experience applicant's must also meet the selective placement factor as follows:
- Selective Placement Factor: This position includes a selective placement factor (SPF). This is a requirement in addition to the IOR, time-in-grade and specialized experience. The selective placement factor for this position is experience in developing SQL queries to retrieve data from a Corporate Data Warehouse (CDW).
