Major duties include, but not limited to:
Financial Program Administration
- Serves as the senior financial/budget officer for ONS, responsible for performing the total spectrum of planning; programming, performing all budget phases; executing, and monitoring of the annual and multi-year finances and for the effective management of human resources and manpower allocation in support of VHA's Office of Nursing Services.
- Serves as the program lead for all financial management duties (budgeting, travel, COR work) which require a high degree of analytical and financial expertise.
- Serves as the technical expert for planning, directing, and coordinating the financial activities for ONS.
- Provides expert advice and guidance on difficult and complex budget and finance problems.
- Reviews work of other ONS staff to ensure sound financial judgement and compliance with all financial policies and regulations.
- Adapts methods and techniques to expand or contract limits of the review, solves problems that arise and modifies plans as appropriate to meet overall objectives of ONS.
- Identifies deficiencies in the program execution of funds and weaknesses in VHA financial systems' internal controls.
- Constantly changes ONS programmatic funding objectives to meet demand in response to frequent and unpredictable financial needs due to lack of predictive data on new or significant shifts in projects and priorities.
- Monitors processing and approval of ONS reorganizations, and requests for personnel actions to include Memorandums of Understandings (MOU's), Details, Retirements, etc.
- Develops and provides briefings and reports for the Director and senior leaders on status of financial programs and operations.
- Serves as the primary Contracting Officer Representative (COR) for ONS, from concept to closure for numerous high-dollar ONS contracts.
- Develops all required contracting documents such as contract requirements, statements of work, independent cost estimates, scoring criteria and acts as the primary and subject matter expert in any review teams and for all contracting activities within the program office.
- Serves as the expert and point of contact for all contract related correspondence and works closely with contracting, subject matter experts and vendors assuring all contracts are developed and executed in accordance with financial rules and regulations.
- Establishes and maintains continuous liaison with the functional staff, appropriate counterparts, elements of VHA, and higher authority on all areas of responsibility.
- Develops and provides briefings and reports for the Director and senior leaders on status of contracts obligations and operations.
- Always maintains COR level two certification in good standing.
- Collaborates with ONS Directors, Deputy and Associate Directors and Health System Specialists to ensure financial stewardship in the development of conferences and meetings.
- The incumbent assists the Executive Assistant in preparation and execution of external conference and professional development approvals.
- The incumbent is authorized as the level one financial approver for all travel plans and expense reports.
- Travel approvals include VHACO 12NUR Staff, but also field employees that attend ONS sponsored events.
- Acts as the ONS travel expert for both internal and external staff that travel on behalf of ONS by working closely with the Office of Finance, Office of Information and Technology, Employee Education Systems, Travel Policy, and General Council.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
