Duties

The major duties of the position include:

  • This position requires knowledge of data science, data mining techniques, and business intelligence solutions to solve national-level problems or provide alternative solutions for management. The incumbent must synthesize data from diverse data sources, simulate processes, analyze, summarize, produce reports, and display information in a variety of formats. The incumbent develops and implements analytical and reporting systems to assist the API/PM and Central Office leadership and Networks in providing oversight of critical functions.
  • Supports the data management, reporting, analysis, and training needs for the API/PM program. To accomplish this, incumbent will consult with VACO, VHA, National Program Offices and VISN/Facility Staff to understand customer needs, develop solutions, both in conceptual design and programming and ensure that the products being delivered are of a high standard in terms of fit for purpose, design, and implementation.
  • Responsible for the analysis, design, development, testing, maintenance, general use and support of software applications including, but not limited to, MS SQL Server, SQL Server Reporting Services, SQL Server Analysis Services, Pyramid Analytics, SAS, Power BI, Palantir/Foundry, Share Point, C# and .NET Framework.
  • Exercises initiative and collaborate effectively with internal (e.g., other API program offices) and external VHA stakeholders (e.g., other National VA/VHA Program Offices) on projects with complex and competing priorities; support national data analysis, data mining, training, reporting and program development for new and ongoing quality and performance improvement initiatives for API/PM.
  • Develops data extraction processes and technical specifications to incorporate Oracle Cerner EHR data into existing PM products and statistical models. Works with internal and external stakeholders on quality assurance and data validation of data extracted from the Oracle Cerner EHR.
  • Produces analytical reports and studies that translate clinical, administrative, and operational data into meaningful management information and are made available to a wide variety of constituents from front-line staff to senior leadership; responsible for evaluating/analyzing, on a quantitative or qualitative basis, the effectiveness of API/PM programs or operations in meeting established goals and objectives; ensure the accuracy of information delivered for API/PM program areas. This includes, but is not limited to, technical delivery, program ownership, accountability, and long-range strategic planning.
  • Collaborates with field leaders to identify needs and develop reports and analytic tools to meet those needs; evaluate existing analytic reports, tools and methodologies and makes recommendations for effective organizational changes, including those related to the collection, analysis, and display of VHA data; plan and coordinate the flow of information (e.g., general program and project updates, priorities, requirements) between API/PM and VA, VHA, and VACO program offices.
  • Collaborates with external agencies such as Center for Medicare & Medicaid Services (CMS) and National Healthcare Safety Network (NHSN) to extract, process and submit VHA data for public comparison and reporting of VA facilities. Develop internal collection applications to capture data outside of the VISTA/CDW framework used for public and internal reporting. Develop internal surrogate measures consistent with CMS methodology used for publicly reported quality measures used in the CMS Star rating.
  • Develops training materials or other tools (e.g., FAQs) for field staff and leadership in utilizing data and reports that are produced by API/PM; ensure comprehensive documentation regarding all data produced; monitor end user (e.g., facility, VISN and Central Office staff) satisfaction with API/PM products to drive enhancements and increase usefulness.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Selective Placement Factor: A Selective Placement Factor has been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for this position. Your resume must demonstrate that you have experience with Microsoft ASP.NET, preferably including C# and MVC/Blazor, including web application experience and familiarity with HTML5, CSS, JavaScript and Microsoft T-SQL language.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Analyzing problems and presenting both written and oral recommendations taking into consideration the wide range of factors and requirements which affect the management of a health care delivery system; 2) Exercising a wide range of quantitative and qualitative methods for assessment and improvement of program effectiveness or improvement of complex analytic and reporting systems and processes; 3) Planning, organizing, and negotiating effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied; 4) Working extensively in MS SQL Server, SQL Server Reporting Services, SQL Server Analysis Services, SQL Server Integration Services, Pyramid Analytics, SAS, Share Point, C# and .NET Framework, Power BI and/or Palantir/Foundry; 5) Developing applications for data collection and reporting using advanced programming techniques and languages including, but not limited to HTML, JavaScript, C# and .NET Framework, XML, OLAP, TSQL.
