Duties
Major Duties (but not limited to):
-Program/project management on numerous projects within one or more of ORP's programs
-Ensuring departmental policy, regulations, and operational decisions are continually reflected in ORP's programs as they relate to the managed projects
-Monitoring project performance, client comments and concerns, operational considerations, and outside influences having a potential impact on the project as well as policy or directives emanating from other VA administrations or staff offices
-Conducting studies, chairing working groups, and developing new approaches, alternatives, and recommendations for improvement, with an eye towards improving processes and increasing efficiency and cost savings for the programs
-Representing the office in meetings with officials from VA Central Office, Medical Centers, National Cemeteries, state and local government officials, and other stakeholders.
-Execution of lease contracts at the prospectus-level and medical or other complex leased facility projects
-Leads program and project meetings to brief on status
-Serves as a Source Selection Authority for Technical Evaluation Boards and makes decisions in accordance with General Services Administration Delegation of Authority
-Provides expertise to project teams to develop the Request for Lease Proposal package to ensure all components are addressed in accordance with policies and regulations
-Determines project objectives, sets priorities, and manages work assignments for Brokers in accordance with the National Broker Contract
-Expertly drafts, reviews, and executes Source Selection Plans, Market Survey Reports, Request for Lease Proposals, Lease Contracts, and other related source documents.
-Work directly with a variety of contractors for project support
-Communicating effectively with the project team to ensure that environmental, historic, community, legal, and other considerations are addressed in projects to ensure its success
Work Schedule: Monday - Friday, 8:00am - 430pm

Physical Requirements & Work Environment: Work is primarily sedentary with regular and recurring travel to proposed and ongoing construction sites. Site visits require the ability to walk over rough terrain, climb ladders, and crawl in often tight spaces. Construction sites may require exposure to diverse weather conditions and high noise levels.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
This position has both a Selective Placement Factor and Specialized Experience requirements. Both of which must be met in order to be eligible.
Selective Placement Factor: This position includes a SPF, which are knowledge, skills, abilities (KSAs), or special qualifications that are in addition to the minimum requirements in a qualification standard but are determined to be essential to perform the duties and responsibilities of a particular position.

GS-13 grade level:
To qualify for the GS-13, this position requires Lease Certification Program Level II (LCP II).
GS-14 grade level:
To qualify for the GS-14, this position requires Lease Certification Program Level III (LCP III).
To maintain a LCP certification, leasing professionals are required to earn 80 continuous learning points (CLPs) every 2 years consistent with the competencies associated with the Leasing Certification.
GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes:
- In consultation with supervisor, advises stakeholders in the execution of lease contracts at the prospectus-level and medical or other complex leased facility projects
- Provides support to team in program and project meetings while assisting with status updates
- Under guidance from supervisor, provides assistance as Source Selection Authority for Technical Evaluation Boards and makes decisions in accordance with General Services Administration Delegation of Authority
- In consultation with supervisor, provides instruction and guidance to project teams to develop the Request for Lease Proposal package to ensure all components are addressed in accordance with policies and regulations
- Determines project objectives, sets priorities, and manages work assignments for Brokers in accordance with the National Broker Contract
