Duties

The Health System Specialist - Program Analyst will serve an integral role within the Office of Suicide Prevention (OSP). The OSP, which functions under the overarching direction of the Suicide Prevention Program (SPP), leads the implementation of the VA's public health approach to suicide prevention encompassing both community-based suicide prevention (CBSP) strategies and clinically based interventions.

The incumbent, as a member of SPP's Technical Assistance (TA) and Resource Center (TARC) for Community Based Interventions (CBI) (TARC-CBI) team, will perform duties as a program analyst and serve as the primary contact for the development, maintenance, and use of web-based systems and applied data systems for supporting the implementation of national CBSP interventions. The incumbent will provide teams with the policy, tools, methods, data, and analyses to drive process improvement, organizational effectiveness, and efficiency in moving forward suicide prevention strategic plans. This may include assessment and analysis of a variety of macro and micro systems within community coalitions, outpatient clinics, inpatient clinical services, business and administrative services, leadership and/or management services, and general program operations. Further, the incumbent will apply appropriate techniques such as web and SharePoint development, database development and maintenance, and advanced data analysis to improve and guide national program initiatives related to suicide prevention initiatives. Additional duties include, but are not limited to:

  • Devising data gathering processes to suit the needs of tasks and independently coordinate elements of the process both internally and with other sites and/or agencies, when necessary.
  • Providing data analyses, data reports, and data tracking for the national CBI programs in collaboration with SPP's Data and Surveillance team and other VHA Program Evaluation Center teams.
  • Undertaking and participating in ongoing high priority analyses, investigations, and initiatives, which may involve producing complex analyses of program elements and written reports, initiating program reviews, and developing and fostering cross agency relationships.
  • Monitoring all community prevention workload productivity nationally and developing summary data reports for development of VERA proposals for funding of CBSP efforts.
  • Serving as project leader for enterprise-wide suicide prevention projects, which may involve several offices, agencies, and organizations of significant interest to the public and government.
  • In collaboration with SPP's Data and Surveillance team as appropriate, identifying areas where efficiencies can be gained to achieve the goal of collecting objective and consistent program evaluation data in VA suicide prevention efforts.
  • Developing and maintaining national web-based and other systems for collecting, managing, analyzing, and reporting program data, as well as developing and maintaining program websites, SharePoint, clinical decision support tools, and web-based systems for storing and distributing educational and program guidance tools.
  • Responsible for SharePoint database design and creation, group account administration and oversight, documentation additions, data collection form template design and distribution, survey construction and use, document library creation, and data collection backup.
  • Responsible for SPP system redesigns and upgrades, data extraction and report generation in support of tracking suicide prevention strategies in the community and in clinical settings.
  • Overseeing the design, testing and deployment of user interfaces (UIs) for informatics tools such as SharePoint and Structured Query Language (SQL) server front ends, and the update of those UIs when needed in response to user feedback and following deployment of new systems.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 grade position you must have served 52 weeks at the GS-12 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year of Time-In-Grade, as required by this job announcement. In that instance, you must provide an additional SF-50 that clearly demonstrates the one-year Time-In-Grade requirement has been met. GS-13 QUALIFICATION: You must have one (1) year of specialized experience equivalent to the next lower grade GS-12 that is directly related to the work of this position. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of specialized experience for this position include, but are not limited to:
  • Developing and leading the implementation of database systems and web-based applications to support suicide prevention strategic plans in community and/or healthcare settings;

PHYSICAL REQUIREMENTS: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work
situations.
