Duties
The incumbent serves as the Lead Personnel Security Specialist in the NCA Human Resources Center and is responsible for leading the day-to-day activities and providing technical oversight of the personnel security program for all NCA employees to include all Personal Identity Verification (PIV) and e-App requirements. Acts as liaison with District Offices and Cemeteries on security issues and routinely coordinates with the Information Security Officer, and other Personnel Security Officers VA-wide.
Develops and implements Department of Veterans Affairs (DVA), and National Cemetery Administration (NCA) policies and procedures for the nationwide personnel security program. Ensures that the program meets all legal and mandatory requirements and that all agency regulatory requirements are followed. Conducts security and suitability adjudications related to background investigations for NCA employees, contractors and state cemetery employees. Reviews completed personnel suitability investigations with the purpose of providing recommendations on pre-employment and continued employment considerations.
Determines the impact of potential adverse or derogatory information; exercises personal judgment and discretion to evaluate the nature of information received and recommends or takes appropriate action. Maintains liaison with local agencies (police, criminal investigators, etc.) to ensure timely record checks are conducted on personnel. To ensure consistency with policy and guidance implementation, the incumbent is responsible for notifying employees in a timely manner of requirements for initiation of periodic reinvestigations.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your experience as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to knowledge of various HR Information systems used for staffing, credentialing, and background investigations to advise current and potential employees related onboarding. Demonstrated skill in fact finding and online research to extract relevant information needed to prepare reports and/or respond to requests for information; organizing and reporting on collected information and make decisions and resolve problems or discrepancies based on knowledge of security rules, regulations, and procedures. Utilizing security systems (i.e., electronic questionnaire for investigative processing (e-QIP), the DCSA secure web portal and the DCSA Personnel Investigations Processing System (PIPS).
