The incumbent oversees all strategic and operational website initiatives, website content management and integration of functional website processes utilizing new and current information technology systems and applications.

Duties
- Analyzes needs in order to propose new strategies and plans for web products.
- Maintains and coordinates a web content management organization within HEFP.
- Provides oversight, advice and training to Content Management Team (CMT).
- Analyzes use of the website and Sharepoint and uses that analysis to recommend improvements to the design/layout.
- Coordinates with VA OIT and technology support staff to design web pages, address and resolve technical issues an discuss new applications.
- Participates in inter and intra agency web-related initiatives, included federal web manager groups, groups creating web sites, and policy-making groups.
- Performs Contracting Officer's Representative (COR) duties as assigned.
- Performs other duties as assigned.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience. Examples of specialized experience would typically include, but are not limited to: 1) Assisting with developing, recommending and implementing strategies, policies and procedures to effectively manage website content and design processes; 2) Ensuring all relevant laws, regulations and guidelines are incorporated into federal government website policies and procedures; 3) Conducting special projects and studies to analyze, evaluate and provide recommendations on current website operations and issues; 4) Assisting with developing and implementing appropriate web metrics to monitor website utilization and performance; and providing monthly analysis; 5) Performing policy analysis, project management/oversight and definition/documentation of functional and operational requirements.
- Experience managing federal websites and SharePoint sites.
- Experience with website/SharePoint project management.
