Duties
These major duties include, but are not limited to the following below:
- Lead long-range performance and budgetary strategic planning efforts to forecast and effectively plan for and implement OIS programs.
- Provide authoritative leadership and directs, plans, organizes, and integrates all phases of PPBE planning, programing, budgeting, and execution.
- Direct the planning, organizing, developing, and conducting of analyses, and evaluations of OIS budgetary strategies, policies, and practices that significantly impact the budget and course of OIS requirements.
- Assisting program managers and staff officials in interpreting the impact of, and planning for, multi-year budgetary and program changes, which includes various budget functions involving the formulation, justification, and execution of budgets for organization programs, and projects.
- Ensures that all phases of the budgetary/programmatic process are accomplished in accordance with governmental law, and regulations, to include Congressional mandates.
- Manage the comprehensive development and timely issuance of policies, standards, resource budgetary guidance materials.
- Reviews, tracks, and reports on current status of OIS acquisitions from a financial and budgetary perspective.
- Evaluates and analyzes all fiscal integration activities which affect the OIS budget and associated program contractual and logistical requirements.
- Perform supervisory duties and plans work to be accomplished by subordinates, develops performance standards, sets and adjusts priorities, and evaluates work performance.
- Performs other related duties and responsibilities as required.

To qualify for this position, all qualification requirements must be met by the closing date of this announcement-11/12/2024.
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: budget administration and analysis; including preparing, justifying, briefing, reporting, planning, and executing the budget; and the relationships among program, budget, accounting, reporting systems. Examples of Specialized Experience:
- Plan multi-year budgets ensuring compliance with departmental priorities and/or federal guidelines; reviewing, editing, and/or approving budget requests submitted by customers; interpreting, developing, and/or implementing strategies related to the congressional budget processes and/or policy.
- Provide direction on budget execution operations, including the related aspects of annual budget requirements, annual obligations and operating costs, special projects, and other budget information.
- Perform complex/detailed analysis to resolve financial issues and/or made recommendations that had a major impact on the organization.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
