Duties

- Gives advice, counsel, and instruction to employees on both work and administrative matters. Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
- Administers, performs professional work, and provides professional consultation in the application of statistical theories, and methods of gathering and/or interpreting quantified patient safety data.
- Collects and analyzes data, conducts statistical studies and surveys, performs statistical computer techniques, and evaluates statistical computer techniques to capture, analyze, categorize, display, create tailored reports, and disseminate data related to patient safety, much of it confidential and qualitative at the facility, network, and national level.
- Generates and oversees responses to regular, quarterly requests for safety performance data for use by Central Office executives in their evaluation of Network and facility leadership, as well as to urgent, high visibility, short turnaround requests from VA and VHA leadership and the NCPS Executive Director for interpreted data in response to national, regional or local events, Congressional inquiries, external reviews, etc.
- Collaborates with and leads evaluation, procurement and/or development of analytic tools and methods that enable other NCPS staff to "mine" the NCPS database - - known as SPOT - - such as Natural Language Processing, and database search programs (e.g., SAS, SQL, etc.).
- Provides technical and statistical knowledge in the preparation of nationwide questionnaires, surveys, research proposals and reports, and prepares and submits articles for publication in scientific journals.
- Ensures precision and accuracy of the data provided because the likelihood of public release and wide distribution is ever present.
- Provides technical and administrative supervision to NCPS staff.
- Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
- Expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions.
- Solves problems/issues quickly and effectively, involving a methodical step-by-step approach to thinking; breaks down complex problems into single and manageable components and considering each part in detail; Makes a systematic comparison of various alternatives; Notices discrepancies and inconsistencies in available information; Identifies a set of features, parameters, or considerations to take into account.

Qualifications
Basic Requirements:
Education: Degree:that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR,
Combination of Education and Experience: courses as shown inA above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
AND,
GS-14 Specialized Experience Requirement: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Apply statistical theories, principles, concepts, methods, techniques, and practices; Specialized statistical functions (e.g., techniques of statistical surveys); Use of epidemiological principles and statistical technique; Plan, direct, and coordinate a variety of specialized and complex statistical research projects; Consultant or advisor to top level subject matter specialists or agency officials; Apply quantitative skills and techniques to the statistical analysis of patient safety data; Evaluate new statistical methods for broad and comprehensive projects.
Preferred Experience: Statistical analysis and ability to capture, analyze, categorize, display, create reports and disseminate data related to patient safety; Oversight, guidance and supervision of a team of statistical specialists.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
