Summary

The Veterans Integrated System Network (VISN) Clinical Resource Hub (CRH) Director is a Clinical Pharmacy Specialist, VISN based leadership position located in VISN 7. The VISN CRH Director is under the general supervision of the VISN Chief Medical Officer (CMO). This position is responsible for theleadership, management, and operations of the VISN level CRH. The VISN CRH Director will work directly with VISN level leadership, to ensure that VISN CRH services are high performing.

Program Leadership

  • Has full administrative responsibility for developing, organizing, and directing the VISN CRH program and CRH staff, with an emphasis on delivering services to the most underserved facilities.
  • Supervises the VISN CRH Management Team which may include but is not limited to:
    • CRH Administrative Officer
    • CRH Primary Care Section Chief
    • CRH Mental Health Section Chief
    • CRH Nurse Executive
    • CRH Clinical Pharmacy Specialist Section Chief
    • CRH Technology/IT manager
  • Ensures efficient operations of the VISN CRH are met and utilizes resources to ensure these operations meet the mission and goals of the VISN and national CRH program, as well as Veterans Health Administration (VHA) standards.
  • Coordinates with various VISN and VA Central Offices and utilizes regulatory and quality standards to develop and implement appropriate plans, policies, and procedures that define operational requirements and support the VISN CRH program.
  • Ensures that the elements and national standards of a CRH are met.
  • Ensures standardization of VISN CRH resources, including request for service applications, scoring tools, and deployment protocols to underserved VA facilities.
  • Assumes responsibility of communication with appropriate leadership staff on a national, VISN, and facility level to influence decision and achieve the mission and goals of the VISN CRH.
  • Assesses and responds to any complex issues or questions that may arise related to the VISN CRH program by ensuring consistent and effective communication, both orally and in writing, occurs with VISN CRH staff, as well as national, VISN, and facility leadership, as appropriate.
  • Holds regular meetings with all VISN CRH leadership and staff to manage the operations of various CRH professionals.
  • Monitors and evaluates quality performance and implements solutions to ensure programs are meeting strategic, fiscal, and business goals of the VISN CRH program.
  • Develops monthly, quarterly, and annual progress reports.
  • Develops strategic plans and performance improvement activities related to the monitoring and conduction of programmatic success.
  • Ensures CRH compliance with policies, procedures, and regulations, and reports findings to appropriate leadership and follows through with action plans to ensure resolution of any identified problems.
  • Serves as a functioning member of various CRH projects that directly involve CRH support (e.g., TEM program, etc.)
  • Serves as a liaison and resource for the VISN CRH program and to multiple people and programs including individual CRH staff and its leadership, VA Central Offices, as well as facility, VISN, and national leadership.
  • Provides education on CRH actions and activities to various disciplines via multiple levels of training, including the development and maintenance of training manuals and documents, interprofessional group trainings, specific profession trainings, and one-on-one education.
  • Retains responsibility for responding to national CRH program data assessments, research, and dissemination.
  • Collaborates and coordinates research strategic goals, coordinates with various members of the VISN CRH team to ensure projects are meeting strategic goals.
  • Regularly prepares reports, conducts presentations to leadership, documents findings, and serves as the VISN CRH point of contact.
  • Ensures any involvement with program evaluations and documents are completed timely and within compliance of appropriate accrediting bodies and other monitoring entities, as needed.

Qualifications

Basic Requirements:
  • English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education
    • (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
    • (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
  • Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grandfathering Provision. All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
  • (1) Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
  • (2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
  • (3) If a licensed pharmacist who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
Grade Determinations:
Experience. In addition to the GS-14 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments at the GS-14 level include National or VISN Program Manager, Associate Service Chief/ Associate CMOP Director, Service Chief, etc.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
1. Skill in persuading others and gaining cooperation to accomplish goals.
2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
4. Skill in managing multiple and diverse people or programs.

Preferred Experience: More than 2 years leadership experience within a VA facility, VISN Clinical Resource Hub or VA National Program Office.
