Duties

Specific duties include but are not limited to the following:

  • Coordinate administrative activities for the Division, supporting the Division Director.
  • Manage the Division Director's schedule, calendar, travel, and daily plans.
  • Provide recommendations and guidance on operations and administrative matters.
  • Direct administrative workflow, including telework agreements, travel, communications, SharePoint site, and MS Teams channels.
  • Coordinate with VA and VBA management officials nationwide.
  • Develop briefing materials on high-level matters for OBI leadership.
  • Prepare and manage electronic/hardcopy correspondence files for easy access.
  • Schedule and prepare meetings/conferences/trainings, ensuring timely communication.
  • Ensure proper procedures for creating, tracking, and managing executive-level correspondence, including Congressional and internal/external departments.
  • Maintain custody and control of files related to OBI operations for audit and report purposes.
  • Demonstrates exemplary professionalism in business tact, acumen, communication style & appearance that is reflective of an organization dedicated to world-class customer service and services delivery to meet customer needs while supporting the OBI mission.
  • Exercises professional discretion, judgment, confidentiality & sensitivity on controversial matters and information privy to management and senior leadership.
  • Conduct comprehensive studies on the effectiveness and efficiency of major administrative and management operations.
  • Plan and manage complex, high-visibility projects.
  • Prepare detailed reports and briefing materials for senior managers.
  • Analyze data to support conclusions or recommendations for action.
  • Manage and review correspondence of a confidential/sensitive nature.
  • Use software systems for tracking and managing projects, providing updates, and ensuring timely deliverables.
  • Develop change management solutions and track their effectiveness for continuous improvement.
  • Perform acquisition management, including serving as a Contracting Officer's Representative.
  • Identify wasteful & nonvalue added opportunities in OBI operations for continuous improvement, conduct business improvement efforts via lean-agile methodologies with a focus on elimination of waste and nonvalue added processing.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is a GS-13.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/09/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
  • For a GS-11 position you must have served 52 weeks at the GS-9 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:

Specialized Experience: Applicants must have one year of specialized experience which is equivalent to the next lower grade (GS-9 level) in the normal line of progression for the position. Specialized experience is defined experience reviewing and responding to a variety of correspondence to determine, the appropriate procedure, policy, format, style, grammar, spelling, etc.; establishing and maintaining tracking controls independently to ensure timeliness of reports, assignments, and replies to controlled correspondence; demonstrated ability to communicate clearly and concisely, both orally and in writing; tracking and analyzing data and statistical information to advise senior level management of anticipated needs; maintaining files, evaluating effectiveness and determining compliance with procedures and regulations; experience reviewing policies and procedures to determine the impact of operations or conducting evaluative studies to determine strengths, weaknesses and best practices, and making recommendations for improvement, and demonstrated ability to communicate both orally and in writing, in a clear, concise and organized manner to leadership, internal and external stakeholders.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education, Equivalent combinations of Specialized Experience and Graduate level education. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

GS-12 Grade Level:

Specialized Experience:
In addition to the experience required for the GS-12, applicants must have one year of specialized experience which is equivalent to the next lower grade (GS- 11 level) in the normal line of progression for the position. Specialized experience is defined as experience in a wide range of administrative or management functions and organizational methods applicable to gathering and reviewing a variety of policies, regulations and/or statistical data to prepare reports and support conclusions or recommendations for action, use of technology applications, information technology and data systems to prepare reports, correspondence, and other written materials for distribution or presentation to management, internal and external stakeholders.

GS-13 Grade Level:

Specialized Experience:
In addition to the experience required for the GS-13, applicants must have one year of Specialized Experience which is equivalent to the next lower grade (GS- 12 level) in the normal line of progression for the position. Specialized experience typically incudes knowledge of qualitative and quantitative methods including performing a variety of analytical, planning, evaluative, and advisory work to analyze, evaluate, and measure the effectiveness and efficiency of the organization; and making recommendations; experience establishing and maintaining tracking controls independently to ensure timeliness of reports, assignments, and replies to controlled correspondence; demonstrated communication skills to prepare, present and articulate findings to senior-level management.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary but involves use of a personal computer. A degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.
