Duties
Major Duties include (but are not limited to): Observes staff performance, providing performance and productivity input and taking appropriate steps to recommend and/or effect changes when needed to enhance employee and section performance; Makes recommendations for more efficient processes and procedures that impact organizational operations; Provides subject matter expert knowledge and expertise to a project and/or team; Identifies and implements Knowledge Management (KM) applications and makes recommendations for improvement as part of planning for future KM efforts and enhancements; Provides a Knowledge Management (KM) framework (KM polices, strategies, practices and technologies) to ensure the capture, harnessing, and exploitation of intellectual capital; Implements guidelines, procedures, automated work processes, and best practices while proficiently using Microsoft Office, knowledge management and scripting, and web-based interface and technological skills; Organizes, plans, analyzes, evaluates projects, and communicates orally and in writing; Develops new or proposed policies, procedures, and guidelines and makes recommendations to management on the need for new or modified policies; and Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that typically require complex analyses and written justifications that may require organizing special committees and/or initiation of program reviews.
Promotion Potential: This GS-12 Supervisory Program Analyst position is being announced at the GS-12 full performance level.
Work Schedule: M-F, 8 hour shift between 6AM-6PM (TBD by the Supervisor)

Position Location: Remote. Selectee must reside within 50 miles of a Member Services facility or VA Medical Center (which does not include Outpatient Clinics (CBOC's), Veteran Clinics, etc...) and within the continental United States.

Qualifications
Time-In-Grade Requirement (GS-12): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that verifies your time-in-grade eligibility has been met must be submitted with your application materials. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide enough additional SF-50's that clearly verify one-year time-in-grade has been met.
Please Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility.
You may qualify based on your Specialized Experience as described below.
Specialized Experience (GS-12): You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization.
Examples of Specialized Experience include (but are not limited to):
1) Analyzes individual employee section performance and productivity on both a qualitative and quantitative basis
2) Plans work, sets and adjusts short term priorities, and prepares schedules for completion of projects and work
3) Establishes guidelines and performance expectations for staff, which are clearly communicated through both formal and informal performance management evaluations
4) Develops guidelines and resolves procedural issues, plans and distributes work, keeps track of the status and progress of assignments, and provides Knowledge Management (KM) reports
5) Conducts analysis, provides instruction and guidance to employees, answers questions and responds to customer requests, and resolves recurring problems and discrepancies
6) Analyzes and evaluates the efficiency and effectiveness of Knowledge Base (KB) scripts
and related programs to meet established goals and objectives
7) Reviews Knowledge Base (KB) scripts requests for development and existing scripts for updates in accordance with protocols and procedures

Note:A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical demands such as above average ability, dexterity, or strenght are required to perform the work. Work is sedentary and emplyee may sit comfortably. Use of a computer and keyboard is extensive.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6, or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
