Duties

  • Participates in the development of specifications and provides review and verification of national health information activities to recommend, define and prioritize appropriate clinical terminologies for implementation in VA clinical information systems to support the development of reusable, high quality clinical data and interoperable health exchange with the Department of Defense (DoD) and private partners.
  • Evaluates service, program and/or organizational practice and/or policy related to utilization of clinical terminologies as they affect both business processes and technical constraints.
  • Functions as an industry expert on terminology-related health record standards, principles and their application in healthcare settings via understanding of current standards and the processes by which they are developed and by forecasting standards and health record architecture needs for VHA clinicians and technical communities.
  • Analyzes the impact, feasibility, practicality, and effectiveness of existing and/or proposed clinical standards, candidate terminologies, regulations, programs and policies.
  • Initiates revisions and/or development to ensure compliance with interoperable data standards and/or federal regulations and participates in standards development for organizations such as the International Health Terminology Standards Development Organization and Health Level Seven (HL7).
  • Provides leadership and innovation in assessing, planning, organizing, implementing and evaluating clinical terminologies and their relation to necessary information models, information systems, clinical processes, and emerging technologies to support patient care at the program and/or enterprise level.
  • Establishes work objectives; analyzes, evaluates and sets priorities, assigns tasks, coordinates operations, monitors work progress, and initiates corrective actions as required; ensuring that the work assigned is accomplished efficiently and on schedule for programs/projects that involve significant involvement with staff and resources within VHA.
  • Utilizes knowledge of project management and planning, project flowcharting, and management skill associated with structuring work to assure the goals and mission of the organization are properly met.
  • Serves as a clinical terminology subject matter expert for VHA on one or more projects, programs or product lines across the Department of Veterans Affairs and with external partners.
  • Serves as the primary agency terminology and related standards technical authority with respect to regulatory impact upon sensitive or rapidly evolving program; analyses performed materially affect program direction.
  • Utilizes technical expertise in the programs analyzed to manage complex consulting projects independently and to articulate persuasively the Agency position on controversial issues in a variety of forums.
  • Provides clinical terminology expertise to ensure the accurate analysis, documentation and fulfillment of program needs.
  • Applies qualitative and quantitative methods to analyze, evaluate and implement the options for standardizing health terminologies for VHA and for monitoring the activities during the subsequent national VISN/medical center implementation phases.
  • Identifies defects or weaknesses in the analytic work performed by officials responsible for the development of regulations and standards.
  • Completes analyses of significant scope and complexity, and uses analytical ability to present recommendations and conclusions of analysis in a manner and form useful to management and operating personnel.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: SPECIALIZED EXPERIENCE: Experience performing analytical and evaluative work associated with clinical and administrative terminology activities. Experience developing, conducting, analyzing, evaluating, and advising on projects and programs related to aspects of terminology creation and implementation for healthcare delivery including health standards, health informatics architecture, clinical workflow analysis, clinical efficiencies, business requirements identification and impact, care quality, and patient safety. Experience leading and coordinating efforts related to standardization and interoperability of implementable terminology products and services such as the New Term Rapid Turnaround (NTRT) for VA standardized domains. Experience effectively managing ongoing terminology knowledge management projects and developing and shepherding new projects end-to-end, beginning with project planning/design through implementation and value assessment. Experience bridging a common understanding of clinical program goals to create and implement interoperable standardized terminology solutions. A thorough understanding of the strategic objectives for VHA and how clinical interoperable terminology standards, healthcare standards, and informatics architecture support/drive the organization to meet those objectives is required.
  • Selective Placement Factors: This position includes selective placement factors (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job).     • Specialized knowledge of principles and practices related to the management, maintenance and deployment of terminology content, terminology health standards, modeling, and mapping of terminology to Clinical Decision Support (CDS), and health standards as they relate to Health Information Technology (HIT) and delivery systems, and the ability to apply this knowledge to solve the unique HIT and enterprise informatics problems arising in an organizational health care delivery system.
    • Specialized knowledge and experience in the use of SNOMED CT, LOINC, RxNorm, HL7 FHIR resources, etc. and clinical terminology tasks such as mapping or modeling.
