Duties

Major Duties include (but are not limited to): Provides guidance to frontline staff, knowledge management, trainers, coaches, supervisors, and others;Resolves procedural issues at the lowest level possible; Analyzes and evaluates the effectiveness of Member Services policies, procedures, and scripting documents; Responds to questions and inquiries, resolves recurring problems and discrepancies, develops basic procedural guidelines, and makes basic recommendations; Ensures all generated policies, procedures, and scripting comply with Quality and Compliance guidelines; Applies knowledge content development principles and techniques while producing scripts, documents, and/or reports; Develops and implements the use of best practices and processes for multi-disciplinary agency operations that assure the delivery of accurate, effective, and high-quality programs; Responsible for reviewing processes, assessing functional requirements of all policy guidance, and scripting activities for agency operations and services; and Provides oversight concerning recommendations for follow-up services to program coordinators and/or other contacts.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2025.

Time-In-Grade Requirement (GS-13): Applicants who are current VHA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-13 position, you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that verifies your time-in-grade eligibility must be submitted with your application materials. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50's that clearly demonstrates one-year time-in-grade.
Please Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement with CTAP eligibility.

You may qualify based on your Specialized Experience as described below.

Specialized Experience (GS-13): You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization.

Examples of Specialized Experience include (but are not limited to):
1) Manages projects undertaken by the department that addresses social science, crisis intervention related policies, and strategic goals
2) Designs, evaluates, and creates employee development documents, materials, and aids
3) Conducts reviews and analyses, provides written guidance to employees, answers questions, and responds to customer requests for document changes
4) Provides qualitative and quantitative analysis and reports to mitigate knowledge gaps and risks
5) Ensures policies and scripts are aligned with standard practices
6) Provides guidance and technical direction to staff for accomplishing the work of the unit and ensuring available policies, procedures, and scripting accurately reflect expected measures
7) Leads collaborative efforts and joint meetings to ensure scripts meet standards and are in alignment with VA requirements

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strenght are required to perform the work. Work is sedentary and the employee may sit comfortably. Use of a computer and keyboard is extensive. There may be some walking, standing, bending, and carrying of light items.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6, or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
