Basic Purpose
This position is with the Oklahoma Military Department (OMD) and located in the Environmental Section at Camp Gruber Training Center (CGTC), Braggs OK. The CGTC Environmental Section is a subordinate section of the Directorate of Facilities Management, Environmental Management Branch at the OMD Headquarters in Oklahoma City, OK, which is responsible for implementing The Adjutant General’s (TAG’s) Environmental Program for the Oklahoma Army National Guard. The incumbent implements environmental program guidance as established by the Oklahoma Army National Guard, Federal Environmental Program Manager. This position serves as the Environmental Supervisor with responsibility for supervising and managing Camp Gruber’s compliance and conformance with Federal, state, and local environmental laws, rules, regulations and policies. The incumbent acts as a technical expert regarding National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Quality, Water Quality, Hazardous Waste Management and various other environmental related requirements at CGTC. The incumbent supervises state personnel at Camp Gruber, engaged in a variety of work directly related to the execution of the environmental program. Work involves implementing guidance or policy; assessing program effectiveness; providing advisory services to the Federal Environmental Program Manager and other state personnel; and resolving environmental issues that may be complex in nature.
Typical Functions

Serves as the primary state employee inside the CGTC Environmental Section who is a subject matter expert in reference to environmental program requirements. The employee will remain current in federal and state fiscal law requirements, and Cooperative Agreement Awards as applicable to all authorized CGTC Environmental Section activities.
Supervises other state employees assigned to the CGTC Environmental Section: assigns, directs and reviews work of technical personnel, determines proper work methods and procedures, sets performance standards, and makes formal appraisal of assigned personnel’s work performance, approves and disapproves leave, formulates and conducts training programs for assigned personnel, and conducts informal training to broaden employee skills.

Prepares formal requests and recommendations for promotion, incentive awards, reassignments, and disciplinary actions. Keeps subordinates informed of all aspects of the human resource program. Implements regulatory safety and health requirements, ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions.

Responsible for implementation of TAG’s Environmental Program as established by OMD Environmental Management Branch, at Camp Gruber to include supported tenants. Implement and monitor various programs as outlined in OMD Environmental Management Branch guidance, Army National Guard (ARNG) regulations, directives and policy. This includes, for example: Clean Air Act compliance, Clean Water Act compliance, NEPA compliance, Installation Compatible Use Zone (ICUZ) program management, Resource Conservation and Recovery Act (RCRA) compliance, pollution prevention and control, PCB (Polychlorinated Biphenyl) management, Aboveground Storage Tank (AST) compliance, Environmental Performance Assessment System corrective actions, cultural and natural resource management, Endangered Species Act compliance and other similar laws and programs.

Directs the review of CGTC plans, specifications and designs to ensure conformity with environmental standards. Provides related environmental compliance guidance, in accordance with: OMD Environmental Management Branch and ARNG policies and procedures, as well as Federal and state environmental laws, rules and regulations, for the operation and maintenance of CGTC facilities and utility systems.

Directs the performance of surveys, inspections, and evaluation of activities to identify and initiate corrective action for environmental deficiencies. Review and recommend corrective actions.

Responsible for implementation of OMD Environmental Standard Operating Procedures. Program responsibilities include proper management and oversight of the CGTC hazardous waste management program, directing a program for inspecting and maintaining all hazardous waste accumulation areas, and maintaining records of all CGTC personnel’s environmental training. Monitors and maintains compliance with all environmental permits on CGTC which may include for example: air, wastewater, drinking water, storage tank and hazardous waste generator permits.

Works with other staff members to develop executable projects for future fiscal year execution. Supports the development and prioritization of proposed environmental projects. Submits requests for environmental projects, both contracted or conducted by CGTC staff, to the Federal Environmental Program Manager for validation and approval. Develops proposed five-year plan for environmental projects and submits the plan to OMD Environmental Management Branch for validation and approval annually.

Report immediately all Notices of Violation, Compliance Orders, Notices of Non-compliance, and other related environmental compliance actions to the Oklahoma Military Department, Environmental Management Branch, Oklahoma City, OK.
Level Descriptor
This is the basic management level of this job family where employees are typically responsible for planning, organizing and supervising the activities of a division of limited to moderate size or scope or a section of a large division involved in the enforcement of state laws and regulations pertaining to the protection of the environment, public health, water resources, or other environmental concerns. Some positions may have responsibility assigned for planning, organizing and supervising a statewide environmental program or project, or for directing environmental programs for a district or area of the state. This includes developing and enforcing compliance standards, initiating investigations, directing enforcement proceedings, and conducting public hearings and meetings related to the program assigned. At this level, employees will provide administrative supervision and technical guidance to a staff of professional and technical personnel.
Education and Experience
Education and Experience requirements at this level consist of a master’s degree in a physical, natural, biological, geological or hydrological science, engineering, environmental science, environmental health, geography, anthropology, archeology, sociology, or related field and three years of professional experience in one or more of the above areas; OR a bachelor’s degree with at least 24 semester hours in one of the above areas and five years of qualifying professional experience; or an equivalent combination of education and experience, substituting one year of professional experience in one or more of the above areas for each year of the required education.
Knowledge, Skills, Abilities and Competencies
· Knowledge of environmental program principles and procedures applicable to a wide range of duties in various program or functional areas, for example: solid and hazardous waste management, air and water quality management, pollution prevention and control, PCB management, aboveground storage tank management, installation restoration and remediation, environmental compliance and assessment, natural and cultural resource management and other similar environmental functional areas.
· Skill in applying environmental program knowledge to resolve complex problems involving diverse aspects of environmental protection (i.e., investigations, inspections, environmental oversight, etc.) where procedures require frequent modification or changes.
· Knowledge of environmental statutes, regulations, permitting requirements and precedent decisions governing environmental operations sufficient to use in planning, implementing and monitoring Camp Gruber environmental programs and services.
· Ability to modify or adapt established environmental methods and procedures to solve problems; ability to evaluate, modify or adapt new methods to meet environmental requirements for specific site situations; and/or ability to revise standard methods to improve or extend environmental administration and/or management systems within the training center.
· Ability to manage, and/or coordinate a variety of environmental media areas. Knowledge and skills sufficient to provide advisory services, program evaluation, environmental training, negotiation, and problem-solving as related to specific environmental issues, programs, projects or functions.
Special Requirements
Based upon the position to be filled, applicants may be required to possess one year of experience in the contracting of products or services for which the position is assigned responsibility.

· This position requires a state issued driver’s license and the ability to operate a state vehicle.
